Karen Cubitt, Manager, Culture & Events and Sue Nicholson, Manager, Collingwood Downtown BIA provided Council with an update on plans for the Collingwood Festival for Canada happening June 30th – July 2nd including the 40th anniversary celebration of the BIA.


There will be the usual activities including: pancake breakfast, farmers’ market, reaffirmation of citizenship ceremony followed by the Canada Day birthday cake thanks to Loblaw Great Food. The Farm to Table Street Feast will return with 2 seatings of 150 people in honor of Canada 150. Lots of entertainment downtown including face painting, children’s activity centre and lumberjack show.


Get Out on the Water will also return allowing residents and visitors to try out sailing, rowing, paddling and other water based activities. July 1st Centennial Aquatic Centre will celebrate its 50th anniversary with free swims and a BBQ. Collingwood Community Art Project will continue where families can paint a piece of what will become a large mosaic art piece celebrating Canada 150. Fireworks will occur July 1st at dusk, being launched from Hens & Chickens trail, with best viewing from Millennium Park, the Promenade and Shipyards Amphitheatre. More details are available at




  • Wyldewood Cove Development Concerns, Kevin Muscat and Lynn Wood


Ms. Wood and Mr. Muscat provided an overview of their concerns on behalf of the residents of Dockside Community (which is adjacent to the Wyldewood Cove Development) with the locations of the waste containment areas as well as lack of tree line as originally marketed by the Developer.


Ms. Farrer, Director, Planning Services noted that the Site Plan for this property was approved in July 2014 and that the Town does not have the authority at this point to ask the Developer to make changes. However, staff will work with the Developer and owner of the adjacent Development to determine if there is a mutually agreeable solution.

  • Council passed a By-law to provide for the levy and collection of sums required by the Collingwood Business Improvement Area for the year 2017.
  • Council passed a By-law to set the tax rates and to levy taxes for the year 2017.
  • Council passed a By-law to authorize the execution of the Clean Water and Wastewater Fund (CWWF) (Ontario) Transfer Payment Agreement between her Majesty the Queen in the Right of Ontario and the Town of Collingwood.



  • Council directed staff, through the respective Standing Committees, to review the following policies and procedures and report back to Council with the review or status update by October 2017;a) Updates to the Procedural By-law, including recording vote practices, in-camera procedures, video streaming, and electronic participating;


  1. b) Enhanced community outreach, communication and engagement opportunities;c) Code of Conduct updates, including the approved decision to seek a possible joint integrity commissioner through the County of Simcoe;  and
  2. d) Continue to advise Council as to any other policies, procedures or initiatives to enhance and improve transparency and accountability in municipal governance.


  • Council requested a staff report to investigate the Fire Marquee program. Fire Chief Parr will report back to Council at a future date.
